As Hong Kong commemorates the 29th anniversary of its return to Chinese rule, the city is advancing plans for a major university town development in its Northern Metropolis area. Secretary for Education Christine Choi Yuk-lin announced that the first tender for the university town will be launched in two months. Successful bidders will be revealed after the site formation of the plot is completed by the end of 2026.
The development site, located in Hung Shui Kiu, spans 22 hectares (54 acres) and will include three university campus sites. The initial phase will focus on a 12.7-hectare plot, with the remaining two sites measuring 5.3 hectares and 4.4 hectares to be developed subsequently. Universities interested in participating are expected to specify their preferred sites, with land allocation determined by their submitted proposals.
Originally proposed in 2023, the university town's planned area has expanded significantly from 80 hectares to 1,000 hectares. This expansion was announced by Chief Executive John Lee Ka-chiu following a visit by Xia Baolong, director of the Hong Kong and Macau Affairs Office, in May. Lee stated that Xia endorsed the vision of transforming the university town into a district integrating education, innovation and technology (I&T), talent cultivation, industry, and urban development.
This initiative reflects Hong Kong's broader strategy to enhance its educational infrastructure and foster innovation-led growth within the Northern Metropolis region.
