Rahm Emanuel, a potential Democratic presidential candidate and longtime defender of Israel, is set to deliver a critical speech at Tel Aviv University on July 9, 2026, where he will assert that the relationship between Israel and the United States is "at a crossroads."

Emanuel will state, "It cannot stand or survive as it has been," emphasizing the need for "significant changes and a new direction" to maintain strong ties between the two nations.

In an interview with the Associated Press ahead of his speech, Emanuel described Israel's ongoing military response to Hamas' October 7, 2023, attack as "reckless and careless in the treatment of Palestinian life — not only the military campaign but using food and medicine as an instrument of your military goals."

When asked about accusations of genocide against Israel—claims rejected by both Israeli and U.S. governments—Emanuel said the issue should not be viewed in isolation but rather alongside other global conflicts such as those in Ukraine and Sudan. He added, "I'm ready to have that discussion, but I don't think it should be politicized, and then dilute the power of what genocide means."

Emanuel's forthcoming speech and comments reflect a notable shift within the Democratic Party, with a recent Associated Press-NORC Center survey indicating that about 58% of Democrats believe the U.S. is "too supportive" of Israel, up from 45% in January 2024.

Arriving in Tel Aviv on Sunday, Emanuel told the AP he is intentionally avoiding meetings with Israeli elected officials during his visit to avoid influencing the country's upcoming elections.
