US Senator Sheldon Whitehouse has sent a letter to the John F. Kennedy Center for the Performing Arts citing whistleblower allegations that renovations were rushed and federal contracting standards ignored to ready the venue for events, including Donald Trump receiving the FIFA “peace prize” during the World Cup draw he hosted in December 2025.

The Rhode Island Democrat wrote that the Kennedy Center disregarded its commitments to Congress and long-standing federal procurement standards. The whistleblower disclosure, submitted by the Government Accountability Project, includes firsthand accounts from multiple former Center project managers supported by documents and photographs. It alleges a cosmetic and rushed revamp of the Center’s Reflecting Pool is already rusting and peeling, requiring a full rebuild. Additionally, Trump’s preferred contractor reportedly cut corners repainting the Center’s columns, resulting in taxpayers bearing repair costs.

Other claims include an $8 million no-bid flooring contract awarded to a firm lacking concert-hall experience and the removal of a brand-new bathroom floor because President Trump disliked the tile color. Whistleblowers also allege the Center rewrote contracting rules post hoc to justify no-bid contracts facilitating the rushed renovations.

Whitehouse stated these allegations raise serious questions about the Kennedy Center’s leadership, financial management, and the good faith of its representations to Congress. He criticized the renovations as driven by the President’s aesthetic preferences and desire for televised events, rather than the building’s actual needs, resulting in structural and cosmetic issues.

The Kennedy Center defended its practices in a statement to the New York Times, asserting it operates with rigorous financial oversight and denying that contracting standards were bypassed. The Board of Trustees emphasized their commitment to ensuring the $257 million Congress approved for renovations is used for legitimate and necessary repairs rather than short-lived cosmetic fixes.
