Hong Kong’s education system is at a pivotal moment as artificial intelligence (AI) increasingly influences learning methods. The government unveiled its Blueprint for Digital Education Development in Primary and Secondary Schools last month, just days before Digital Education Week. The plan emphasizes students as the focus, teachers as professionals, schools as the foundation, and society as a partner.

This blueprint incorporates feedback from educators and researchers, including an AI pedagogical framework, a shared resource platform, and progressive AI literacy training for teachers. However, recent data indicates that meaningful AI integration in classrooms remains uneven.

A survey by Our Hong Kong Foundation, conducted from July to December 2025, found that while two-thirds of teachers report using AI tools, adoption varies significantly by subject. Approximately 89% of information and communication technology teachers and 70% of languages and science teachers integrate AI in their teaching. In contrast, only about 44% of mathematics teachers and 40% of those teaching visual arts, music, and history reported doing so.

Experts suggest that digital education offers a chance to rethink teaching and assessment across all subjects. The blueprint aims to encourage curriculum renewal with AI literacy embedded in learning objectives and support for teachers to use AI where it enhances thinking and practice. They caution that merely urging increased AI use may lead to superficial efforts or resistance.
