US lawmakers are intensifying scrutiny of Chinese investments in the pharmaceutical and biotechnology industries as part of a broader strategic competition with Beijing that now extends beyond semiconductors and artificial intelligence into healthcare.

On Wednesday, July 16th, 2026, bipartisan US senators unveiled the Pharmaceutical Investment Oversight and Accountability Act. This legislation aims to enhance transparency regarding foreign influence in the pharmaceutical sector amid growing worries about the US's dependence on China for critical drug ingredients and medical supply chains.

Senator Rick Scott, a Republican from Florida, emphasized the urgency of the issue during a hearing of the Senate Special Committee on Ageing, stating, “There is no reason why we should be letting our adversary, Communist China, … control our medicine supply chain. Right now, we are very dependent.”

The proposed act would require the Federal Trade Commission, in consultation with the Committee on Foreign Investment in the United States (CFIUS), to submit an annual report to Congress. This report would evaluate the effects of foreign manufacturing reliance on the supply chain, the impact of foreign investment on domestic drug production, and the influence of foreign investment in DNA sequencing and storage technologies.

The Senate Special Committee on Ageing hearing also focused on healthcare vulnerabilities in the pharmaceutical supply chain that affect older Americans.
