Rebuilding the Gaza Strip will require an estimated $71.4 billion over the next decade, according to the UN-EU-World Bank Rapid Damage and Needs Assessment (RDNA) released in April 2026. This figure is seven times the combined cost of reconstruction following all Israeli military offensives in Gaza over the past two decades, the joint report by Oxfam, the Palestine Economic Policy Research Institute (MAS), and the Palestine Trade Centre (PalTrade) found.

The devastation from more than two years of war has resulted in at least 73,000 Palestinian deaths, 173,000 injuries, and the displacement of 1.9 million people. Human development in Gaza has been set back by 77 years, the report states.

Before reconstruction efforts can commence, an estimated 66 million tonnes of rubble must be cleared. The report emphasizes that rebuilding Gaza is not only a humanitarian task but also a political one, asserting that reconstruction plans must include direct Palestinian involvement to avoid becoming "a cosmetic exercise – simply another form of control over Palestinian land and lives."

Misyef Jamil, a senior researcher at MAS, highlighted the importance of Palestinian participation, saying, “Our consultations across Gaza carried one unmistakable message: nothing about our future without us.”
