Cynthia Lummis, Chair of the Senate Digital Assets Subcommittee, confirmed the bill is scheduled for a vote during the week of July 20, 2026. Developed over ten months, the bill seeks to provide stability and regulatory certainty to the US crypto markets, with its passage before the August recess seen as critical to encouraging onshore business.
Embedded within the over 600-page package are ethics provisions targeting President Donald Trump, the vice president, and their spouses. These provisions include prohibitions on federal officials creating their own digital currency for profit, restrictions on promoting or endorsing cryptocurrency, and requirements for divestiture or placement of assets in blind trusts within one year of enactment. Officials would still be allowed to own cryptocurrency but must disclose crypto sales.
President Trump's income reportedly surged by $1.4 billion during his first year back in office, largely due to earnings from ventures such as the $TRUMP memecoin, World Liberty Financial token sales, and Stablecoin Holdco. Overall, his income increased 250% to $2.2 billion, primarily from crypto-related activities.
Despite these measures, Senate Democrats have expressed dissatisfaction, stating the ethics provisions fall short. They criticize the focus on one individual, President Trump, and argue the legislation should serve all branches of government fairly over time rather than targeting a single officeholder for a limited period. Democrats also note that since President Trump has agreed to either place his digital assets in a blind trust or divest from them, the current provisions are insufficient.
The bill's supporters maintain that the Clarity Act will finally fold cryptocurrency into the nation's financial regulations, addressing issuance, promotion, and sponsorship of crypto. Meanwhile, President Trump has been seen visiting his Trump Turnberry golf course and Trump International Golf Links in Scotland during a brief visit from July 25 to 29, 2026.
