Multiple pro-Second Amendment organizations have filed an amicus brief urging the Maryland Supreme Court to hear an appeal involving Darius Duvall, a District of Columbia resident arrested in Maryland for carrying a firearm despite possessing a valid concealed carry permit issued by D.C.

Maryland enforces some of the strictest gun laws in the United States, including a blanket refusal to recognize out-of-state carry permits or enter reciprocity agreements, according to the Maryland State Police. Duvall was searched after a traffic stop and subsequently arrested while traveling in a vehicle.

The Second Amendment Foundation (SAF), Maryland Shall Issue, National Rifle Association (NRA), California Rifle & Pistol Association (CRPA), Minnesota Gun Owners Caucus, Second Amendment Law Center, and the Citizens Committee for the Right to Keep and Bear Arms (CCRKBA) collectively urged the state court to hear the case. SAF filed the amicus brief supporting the petition for certiorari in Darius Duvall v. State of Maryland, challenging the state's refusal to recognize valid out-of-state carry permits.

In their brief, the groups argued that historically, travelers from other states were generally allowed to carry concealed firearms, a tradition they say justifies reversing the lower court's decision. They stated, “Interstate visitors are Americans, yet states like Maryland treat them as suspect foreigners that need to be re-vetted before exercising a fundamental right.” Several amici also joined a longer brief in the United States Supreme Court supporting certiorari on this issue.

SAF Director of Legal Research and Education Konstadinos Moros told the Daily Caller News Foundation, “We’re going to keep up the pressure. It’s not that we’re confident that any petition will necessarily be granted, but we’re just going to keep banging on that door in hopes that they do.”
