During President Trump's second term, Republicans intensified scrutiny of opaque fundraising tactics used by left-leaning groups. This push for transparency now extends to Freedom 250, the entity organizing America's 250th birthday celebration, which is linked to Trump.

Freedom 250, structured as a limited liability company, was declared by President Trump to host "the most spectacular birthday party you've ever seen." The National Park Foundation, a congressionally chartered nonprofit supporting the National Park Service, received approximately $90 million in federal funds for the event. To manage these funds, the Foundation created a special subsidiary in Delaware in October 2025.

A spokesperson for the National Park Foundation told CBS News that the group partnered with the National Park Service to oversee congressionally appropriated funds and ensure Freedom 250 LLC properly distributes and accounts for the project funds.

Democrats in Congress have investigated Freedom 250, describing it in a July interim report by the House Natural Resources Committee as a "shadow organization capable of infiltrating the celebrations and injecting America's 250th with Trump's major, partisan agenda."

A White House official, speaking on background, said Freedom 250 connected "partners, institutions, and communities across the country to elevate local and civic participation on the national stage," aiming to root the 250th anniversary "both deeply in communities and fully realized at a national scale."

Additionally, in April 2026, Treasury Department officials announced plans to revise IRS Form 990, which tax-exempt groups file annually, to require clearer reporting on government grants, contracts, and fiscal sponsorships. Lloyd Mayer, a University of Notre Dame law professor and nonprofit expert, noted that under the new bill, the National Park Foundation would likely need to disclose details about its arrangement with Freedom 250, including financial flows and management on its tax returns.

These developments highlight ongoing challenges in transparency for organizations involved in large-scale public events, especially those with political connections.
