Senator Tim Kaine (D-Va.) has accused the Pentagon of causing the deaths of people not engaged in narcotrafficking through recent U.S. military boat strikes. In a letter addressed to President Donald Trump on August 3, 2026, Kaine suggested that evidence indicates these strikes, launched in international waters in the Americas since September 2025, have killed innocent individuals.

Kaine referenced a July 2025 directive from the President to the Department of Defense to conduct kinetic operations against narcotrafficking in the Americas. He expressed concern that the Department of Defense leadership may have exceeded the scope of this directive.

The U.S. military recently conducted a strike on another vessel carrying alleged narcotraffickers, resulting in two deaths. Kaine called for the cessation of what he described as an "illegal, costly and ineffective operation."

In response, White House spokesperson Anna Kelly told Fox News Digital that President Trump has taken unprecedented action to combat narcoterrorism and the drug cartels, emphasizing that all strikes have targeted designated narcoterrorists responsible for bringing deadly drugs to U.S. shores. She affirmed the President's commitment to using all elements of American power to stop drug trafficking and bring perpetrators to justice.

A Department of Justice Office of Legal Counsel opinion issued in September 2025 provided legal support for these operations, contingent on compliance with specific factual conditions.

Senator Kaine has served in the Senate since early 2013 and was the Democratic vice presidential nominee in 2016 alongside Hillary Clinton.
