President Paul Biya of Cameroon has changed his communication approach during his stay in Geneva, where he has been since June 7, 2026. Instead of public appearances and speeches, Biya is signaling his continued control by signing presidential decrees.

On August 3, 2026, several decrees promoted five colonels, following a July 28 decree that retired a general. Additionally, a July 30 decree authorized the Minister of Economy, Planning and Regional Development to sign agreements worth billions of francs with the Islamic Development Bank.

These routine presidential actions come amid growing debate and opposition claims of a power vacuum due to Biya’s prolonged absence. Rumors about the president’s health have circulated, but a government spokesperson has sought to reassure the public, insisting that Biya’s return to Cameroon is imminent.

This shift in communication strategy occurs during a sensitive period for Cameroon’s leadership and economy.
