Marcye Scott, daughter of the late Congressman David Scott, fell short in her bid to finish the final months of her father’s term in Georgia’s 13th Congressional District. Despite leading the initial July 28 special election with roughly 46% of the vote, Scott did not secure the majority needed to win outright, leading to a runoff.

On Tuesday, August 26, 2026, former teacher and Gwinnett County school board chairman Everton Blair defeated Scott in the runoff election. Blair will serve the remainder of David Scott’s term until early January 2027, when the winner of the November general election takes office.

Georgia’s 13th District, a heavily Democratic area covering parts of metro Atlanta, has been without voting representation since David Scott’s death on April 22 at age 80. His former congressional offices remain open under the supervision of the House clerk to provide constituent services.

Blair, who earned graduate degrees from Stanford and Harvard, previously worked with the Obama administration’s White House Initiative on Educational Excellence. In 2018, he became the first Black and youngest-ever member elected to the Gwinnett County school board. Earlier this year, Blair ran in the Democratic primary for a full term but lost to state representative Jasmine Clark.

Clark will face Republican Jonathan Chavez in the November general election for the full term starting January 2027.
