Former Gwinnett County School Board Chairman Everton Blair has won the special election runoff held on Tuesday, August 26, 2026, to serve the remainder of the late Rep. David Scott’s term in Georgia’s 13th Congressional District. Blair defeated Marcye Scott, the daughter of David Scott, who had sought to continue her father’s legacy in Congress.

Blair’s victory was considered an upset, as he trailed Scott in the first round of voting last month, with 46% to her 38%. In the runoff, Blair led 53% to 47% with 84% of the expected vote tallied.

Blair campaigned on progressive policies including a tax on households earning over $50 million, Medicare for All, universal child care, and significant federal investments in clean energy aligned with the Green New Deal initiative. Meanwhile, Marcye Scott positioned her campaign as an extension of her father’s work, aiming to ensure ongoing advocacy for the district.

David Scott, who passed away on April 22, 2026, at the age of 80, served more than two decades in Congress and was the first Black chairman of the House Agriculture Committee.

With Blair’s win, the special election fills the vacancy left by Scott’s passing. Following recent swearing-in ceremonies, including Rep. Eric Swalwell in California, the Republicans’ House majority stands at 218-214, with one independent and two vacancies.
