CIA Director John Ratcliffe made a rare, unannounced visit to Moscow on Tuesday, August 25th, 2026, flying on a government transport plane from Andrews Air Force Base in Maryland. The visit, confirmed by Kremlin spokesperson Dimitry Peskov on Wednesday, August 26th, sparked widespread speculation about its purpose.

President Donald Trump downplayed the trip as “semi-routine” during an interview with conservative radio host Glenn Beck. Trump rejected suggestions that Ratcliffe’s visit was intended to secure Moscow’s support for intensified US sanctions on Iran or was prompted by fears that Russian President Vladimir Putin planned to “test NATO resolve.” Trump described such speculation as “crazy” and stated, “He’s the head of the CIA, and he is not in there for any of the things that you said.”

The White House, CIA, Pentagon, and US Air Force declined to comment on the visit. Peskov confirmed that Ratcliffe did not meet with Putin and did not provide a reason for the visit, calling forecasts of improved US-Russian relations “premature,” according to the Washington Post.

Ratcliffe’s trip marks the first visit by a CIA director to Moscow since Bill Burns traveled there in November 2021 to warn Putin about the consequences of attacking Ukraine. Relations between Washington and Moscow remain strained, particularly following Trump’s decision in February 2026 to go to war with Iran. Russian satellite technology has reportedly been used to assist Iranian forces in targeting US and allied bases in the Gulf region.
