U.S. Ambassador to the United Kingdom Warren Stephens has issued a warning about China’s growing use of maritime power as a tool for political coercion. Speaking to the International Maritime Organization Council (IMO) on July 8, 2026, Stephens highlighted Beijing's aggressive strategy of acquiring port concessions and infrastructure worldwide—not merely for commercial gain but to extend its strategic reach and leverage against sovereign nations.
Stephens stated on Truth Social, "I spoke about a challenge that we cannot afford to ignore: China's systematic effort to use maritime power as an instrument of political coercion."
The ambassador also criticized China’s swift and punitive response to a ruling involving Panama-flagged vessels, describing it as an attempt to undermine Panama’s sovereignty and disrupt global supply chains. He emphasized the importance of pressing for maritime security, sanctions enforcement, protection of flag state rights, freedom of navigation, and updated standards on polar operations, autonomous vessels, and cyber risk management.
Stephens’ remarks come amid broader geopolitical concerns, including President Donald Trump’s renewed interest in Greenland, which is strategically significant and surrounded by Chinese and Russian naval activity. Former Deputy National Security Advisor Victoria Coates also noted the strategic importance of sovereign control over Greenland and detailed recent U.S. military actions and foreign policy impacts.
The ambassador further observed that Europe has changed significantly over the past two decades, suggesting that the U.S. could reconsider its military presence there.
