A second senior police official in St Paul has accused the city's Democratic mayor, Kaohly Her, of sexual harassment and inappropriate conduct. These allegations come after confirmation that an independent inquiry into Her's behavior was launched earlier this year.

The Minnesota Star Tribune reported on July 31, 2026, that it obtained additional details related to the original complaint filed by Axel Henry, the police chief of St Paul. An unnamed high-ranking female police officer claimed that Mayor Her created a sexualized work environment, commenting on her breasts and making vulgar noises in the police gym. The officer was reportedly so unsettled by these incidents and others that she resigned her position.

Other alleged behaviors include Her making "orgasmic noises" while stretching in front of others at the gym and superimposing the faces of senior St Paul police officers onto images of shirtless UFC fighters.

According to a letter dated April 1, 2026, addressed to city attorney Irene Kao and written by Chris Madel, a lawyer representing Police Chief Henry, Her—who is a former state congresswoman and a Hmong refugee born in Laos—engaged in a prolonged campaign of harassment against several workers using one or more mobile phones. The letter included a screenshot of a message allegedly sent by Her wishing an employee a "Happy Weiner Wednesday," accompanied by laughing emojis and a caption referencing sexual intercourse.

Mayor Her responded on July 30, 2026, stating, "The way this is being portrayed in the media does not reflect what I understood to be mutual communication." She also acknowledged that "some of my attempts at humor fell short of the standard I expect of myself."

Her, the first female mayor of St Paul, was elected in November 2025 and reportedly began causing disruptions within the police department soon after taking office.
