Housekeeping services employing Filipino staff have seen significant growth in Japan amid increasing demand for domestic support. Since 2016, when the Japanese government allowed foreign nationals to provide housekeeping services in national strategic special zones, Filipino workers have been favored for their cheerful personalities, diligence, and expertise.
Before 2015, only select households, such as those of foreign diplomats, were permitted to employ foreign housekeepers. However, a legal change in 2015 aimed at boosting women’s workforce participation and addressing labor shortages in the housekeeping industry opened the door for foreigners to work in designated areas.
Following this revision, Tokyo-based Pinay International launched a business specifically employing Filipino housekeepers. The company now operates in parts of Tokyo and neighboring prefectures including Kanagawa, Osaka, and Hyogo, employing more than 200 Filipino staff as full-time employees.
Clients have expressed satisfaction with Filipino housekeepers, noting they are “friendly and easy to talk to and they work seriously, so I can feel at ease.” This growing workforce reflects the expanding housekeeping services market in Japan, driven by the rise in dual-income households.
