President Trump is shifting back to diplomacy in the Middle East, aiming for a new deal with Iran after previous efforts through military strikes failed to secure one. However, the negotiations, which Trump claimed would resume on Monday, August 4th, 2026, encountered difficulties as Iran denied any resumption of talks with the U.S. Instead, Iran is pursuing a bilateral agreement with Oman concerning shipping lanes in the Strait of Hormuz.

Gregory Brew, an Iran expert with Eurasia Group, explained that the U.S. is simultaneously involved and excluded from the Oman-Iran discussions. Tehran does not acknowledge any U.S. role in managing the waterway, and reopening the Strait depends on Washington lifting its naval blockade. Brew told The Hill, “The Iranians have made it very clear they’re not going to reopen the Strait unless the U.S. de-escalates, unless the U.S. drops its blockade and likely provides other concessions.”

Jason Campbell, a senior fellow at the Middle East Institute, noted that Iran appears to be seeking a deal with Oman backed by other Gulf countries to pressure the U.S. to end its naval blockade. He said, “Iran could present it not just to the Omanis and the other immediate neighbors, but to the world as the only hurdle now to free and open shipping of the Strait of Hormuz is the U.S. naval blockade.”

The Gulf states, including Saudi Arabia, face pressure from the U.S. and the Gulf Cooperation Council to avoid fully conceding to Tehran. Campbell also highlighted that Gulf powers argue major U.S. strikes against Iran’s civilian infrastructure are unlikely to yield strategic gains and may alienate regional allies. This context partly explains why Trump received calls over the weekend from Saudi Arabia’s Crown Prince Mohammed bin Salman and other Gulf leaders.

Diplomatic efforts have repeatedly faltered, with the U.S. threatening military action multiple times since April before backing down. The current situation underscores the complex interplay between diplomacy, regional alliances, and military posturing surrounding the Strait of Hormuz.
