Virginia Rep. Jen Kiggans (R-Va.) and her predecessor, former Rep. Elaine Luria (D-Va.), will face off again in the November 2026 election to represent Virginia’s 2nd Congressional District. Since unseating Luria in 2022, Kiggans has supported key policy objectives of former President Trump, including the Safeguard American Voter Eligibility America Act.

The race is considered a tossup by the Cook Political Report. The district is highly competitive: Trump narrowly won it by less than one percentage point over former Vice President Harris in the 2024 presidential election, while Virginia’s Democratic governor, Abigail Spanberger, carried the district by eight points in 2025.

Kiggans, a Navy helicopter pilot and former state senator, is campaigning on promises to lower the cost of living, grow employment opportunities, and safeguard national security. Luria, also a Navy veteran and former member of Congress, has been a vocal critic of the Trump administration’s handling of the Iran war and served on a House panel investigating the January 6 Capitol attack.

Announcing her candidacy last fall, Luria cited the "disruption" of politics as motivation to run again, criticizing the current Republican-controlled Congress for inactivity. She told The Hill, “I’ve watched the disruption here in Washington — really, it’s a do-nothing Republican Congress, and they haven’t even been to work for about 50 days. I said to myself, this is the time for me to continue to serve in that capacity and go back to being representative for Virginia’s 2nd District again.”

Virginia’s 2nd District includes the Virginia Beach area and is home to one of the largest military populations in the country.
