A federal appeals court has ordered the Trump administration to halt its $400 million construction project for a new ballroom at the White House. The court ruled that the project had not received the necessary approval from Congress.

This ruling follows a legal challenge brought by the National Trust for Historic Preservation, which sought an injunction against the ballroom project last year. A three-judge panel upheld the injunction in a 2-to-1 decision.

US President Donald Trump has vowed to appeal the ruling to the Supreme Court.
