A report possibly linked to the U.S. intelligence community suggests that Israel is working to entrench itself within American weapons, industrial, and intelligence programs to secure long-term support. According to a Capital & Empire report, members of the CIA and other U.S. intelligence officials allegedly authored an assessment outlining Israel's strategy to replace public U.S. aid with institutional relationships that subtly spread financial aid across government programs.

The alleged CIA document has not been publicly released, and no specific individuals involved in this plan have been named, Capital & Empire reported.

In a May 10, 2026, "60 Minutes" interview with CBS's Major Garrett, Israeli Prime Minister Benjamin Netanyahu stated, "I want to draw down the American support to Israel to zero."

Since 2023, Israel reportedly spent over $100 million on foreign influence efforts, according to a July report by the Quincy Institute referencing Foreign Agents Registration Act (FARA) filings. Brad Parscale, former Trump presidential campaign manager, received $9 million from Israel for his firm Clock Tower X, per a December 2025 FARA filing. A statement of work between Parscale's firm and Havas Media Germany (Israel) notes that at least 80% of Clock Tower X's content targets Gen Z audiences across platforms such as TikTok, Instagram, YouTube, and podcasts.

Public opinion polls indicate challenges for Israel's image in the U.S. A Pew Research Center poll from March 23-29 found 60% of U.S. adults hold very or somewhat unfavorable views of Israel, and 59% expressed little to no confidence in Netanyahu's handling of world affairs.
