At least 13 people, including a child, were killed and 75 injured in a Ukrainian drone attack targeting industrial and civilian sites in the Russian city of Nizhnekamsk, located about 800 kilometers east of Moscow, authorities reported on Monday, August 10th, 2026.

Ukraine's military stated that the strike hit Tatneft's TANECO oil refinery in the Tatarstan region, causing a fire at the facility. Verified social media videos showed smoke rising from the refinery, which processed 17 million tons of crude oil in 2024 and produced significant quantities of gasoline and diesel fuel. This refinery had also been targeted by Ukraine in early June.

Russian investigators have opened a criminal case, classifying the incident as a terrorist attack. They stated that residential areas were struck and confirmed that a child was among the civilian casualties. In response, Rustam Minnikhanov, head of Russia's Tatarstan region, declared a period of mourning, as announced by Radmir Belyayev, mayor of Nizhnekamsk.

The attack marks one of the deadliest civilian tolls in Russia in recent months. Meanwhile, conflict-related violence continued elsewhere: a Russian attack on Kharkiv, Ukraine, killed three and wounded 37, while a Ukrainian drone attack in Russia's Belgorod region killed five and wounded 25. Additionally, tens of thousands of households in Ukraine's Odesa region remained without power following Russian strikes on the power grid over the weekend.

Ukraine has intensified strikes on Russian oil refineries recently, contributing to fuel shortages in parts of Russia, though officials say most initial disruptions have been resolved.
