A federal judge on Tuesday, August 11, 2026, blocked the US Postal Service (USPS) from implementing part of former President Donald Trump’s executive order aimed at tightening rules for mail-in voting ahead of the November midterm elections that will determine control of Congress.

The ruling by US District Judge Indira Talwani in Boston expanded on an earlier order she issued in June that prevented the Trump administration from enforcing the order in 23 mostly Democratic-led states.

Several voting rights groups had urged Judge Talwani to extend the injunction nationwide to stop USPS from enforcing a proposed rule that would require states to provide lists of voters and adopt new balloting procedures before the mail agency would deliver ballots. Under the rule, USPS would have refused to deliver ballots if states failed to comply.

Plaintiffs argued that USPS would have no legal basis to refuse ballot deliveries.
