Harris stated, "We must allow for a real conversation about revisiting certain things," and added, "We need to revisit the point of expanding the court to 13 justices like we have 13 district courts." She acknowledged the controversy of her stance on the Electoral College, saying, "I know this is gonna be controversial coming from me, in particular. We need to revisit the Electoral College."

Despite endorsing these progressive proposals, Harris has not yet decided whether she will run for president in 2028, commenting, "I might. I might. I'm thinking about it... I'll keep you posted."

Reports indicate Harris has reached out to progressive groups, including pro-Palestinian activists and New York City Mayor Zohran Mamdani, as part of her outreach ahead of the 2028 election. Harris emphasized her current focus on the upcoming midterm elections, stating, "I am fully, sincerely, focused on these midterms."
