Chief Executive John Lee Ka-chiu described the debut of Hong Kong’s first five-year plan alongside his annual policy address as "especially meaningful." On Sunday, August 2nd, 2026, Lee held his first townhall meeting at South Tuen Mun Government Secondary School in Tuen Mun, where he met with more than 130 residents.
The session, attended by all ministers and involving residents and district representatives selected by the government, was part of a public consultation exercise to solicit opinions on both the five-year plan and the policy address. Lee pledged to consider the views of residents in shaping the city’s future.
Lee emphasized that the attendees represented a diverse cross-section of the community, including grass-roots and working-class residents, business members, ethnic minorities, professionals, students, and retirees. He stated that the five-year blueprint would provide strategic guidance and direction for Hong Kong’s development moving forward.
The Chief Executive also noted that his annual policy address would serve as a progress report on the implementation of the five-year plan, marking the first time both documents were consulted simultaneously.
