Shannon Taylor, Henrico County Commonwealth Attorney, won the Democratic primary on Tuesday, August 4th, 2026, in Virginia's 1st Congressional District. Taylor emerged from a crowded field of seven candidates, including former Justice Department official Salaam Bhatti, Army veteran Jason Knapp, attorney Mel Tull, environmental advocate Tim Cywinski, attorney Ericka Kopp, and educator Elizabeth Beggs.

Taylor will face incumbent Republican Rep. Rob Wittman in the November general election. Wittman has represented Virginia's 1st Congressional District since 2007 and is seeking another term in Congress.

Although the district has traditionally favored Republicans, Democrats are optimistic about shifting suburban voting patterns around Richmond's blue enclave, which could make the district more competitive. Democrats also sought to redraw Virginia's congressional map this year, and if adopted, the new boundaries would make the 1st district and others significantly more favorable to Democrats. However, the district remains "lean Republican," according to the Cook Political Report.

The 1st Congressional District covers Richmond's outer suburbs, Williamsburg, and Virginia's Chesapeake Bay region. This race is part of a broader Democratic effort to flip control of the House of Representatives.
